Well after seeing the new videos, these little lights are like spirits of the town people back in the regular world. So my guess is all those people that you will see in the "Regular World" are just fine, and you can talk to them and what not. But in the Twilight Realm every1 is like gone just their spirits are there, in the same places. So as Wolf link you can probly use that "Sense" button that it shows in the top riight corner to see the people. Thats what I think.
