The Symbol on the cloak looks like the same one on Sheik's outfit on OOT, so maybe its Zelda or it could be another Sheikah

I'm gonna take a wild guess, what if that guy guy is actually the wolf and he's using that outfit so he doesn't turn into the wild animal.

mabye the guy in black is Agahnim (Alttp) or Vaati (FS & MC) they share the same eyelogo thing but also the master sword has it... how knows

If you see the preview for TP(Twillight Princess) you will see the person turn around and it is Zelda!

ganondorf_evil & darkside are right that is Zelda and she uses the magical cloak to maintain her human form in the twilight realm
